Who Buys Junk
Cars? The History of CASH FOR CLUNKERS
Car Allowance Rebate System (C.A.R.S)
Cash for Clunkers, which was officially known as Car Allowance Rebate System was a scrapping program that officially kicked off on the first of July 2009 and ended in August 2009.
‘Cash for Clunkers’ was initiated by the President Barrack Obama administration in June 2009. It provided a three billion cash incentive for United States Citizens who wished to trade in their old and less fuel conserving vehicles for newer and more fuel conserving vehicles.
To be eligible to receive credits (valued up to $4,500), there were certain conditions to meet.
- The car you wish to trade needs to be less than 25 years old
- The car must be in drivable
- The fuel efficiency of the car must be below 18 miles per gallon
- The car must still be in good condition and operable condition
What was the impact of Cash for Clunkers? Was it a Success?
According to those who were in strong support of the program, they argue that the program was a success. One of the main bases for their argument is that the program helped to stimulate the economy by replacing many cars that are fuel-inefficient with more fuel-conservative cars. Conversely, the program helped to cut down on pollution.
However, there are many who argue that the increased sales simply pulled ahead of future sales that would have taken place anyhow, resulting in a zero net gain at the cost of $3 Billion to the taxpayer!
The program also unintentionally drove up the prices on used cars (causing strain for the poor who could not buy new). Furthermore, critics argue that it was foreign manufacturers who won the lion’s share of new car sales and that a good portion of the new cars bought were actually fuel-inefficient SUVs and Crossovers.
Are we in for a Cash for Clunkers 2.0?
Well, it’s a real possibility with President Biden’s stance on electric vehicles and his outspoken interest in a rebate program to stimulate sales of electric vehicles manufactured in the United States.
